Reparations are for those living individuals who can PROVE they were personally harmed by governmental or corporate actions we believe were wrong. For example, people who were jailed for crimes they didn't commit should be compensated for their lost earnings and the pain of their lost freedom.
It is nearly impossible to quantify monetary damages and to define with precision, who is eligible for a payment. (State governments grappled with this while settling historical, Indian land claims in the 1970s). This has led to the United State's rejections to African American Citizen's reparations for 250 years of slavery and 100 years of legal discrimination that followed the 1960s.
Barack Obama, a supposed opponent of reparations stated in 2008:" The best reparations we can provide are good schools in the inner city and jobs for the unemployed"; without a statute of limitations and identifiable victims, reparations will continue to be a never ending blame game ("Money & Ethics", Knight Kiplinger, Kiplinger's Personal Finance, May 2014).
